What can you expect from this position?
Working with the Associate Director, Land Use Planning – Airport Planning and Engineering, this position provides strategic direction in Land Use and Airport Zoning analytical software tools. This position develops and maintains services (tools, data, workflows) supports creation of short, medium and long term airport facilities development plans. The incumbent will conduct zoning reviews and make recommendations on requests for new facilities siting.
As a Senior Land Use Planning GIS Analyst, you will:
- Lead design, development and upkeep of Airport Planning GIS; craft system functionality requirements, architecture, workflow automation software tools and database(s)
- Liaise with Information Technology and Airport Development and Technical Services department champions, inspiring change and engagement activities related to the development, maintenance and use of Enterprise Smart Mapping (ESM) system
- Perform database management tasks, including spatial and aircraft noise database design, data updates using various software tools including data transformation scripts
- Provide GIS analyses in areas of: facility siting, airport zoning, land use allocation and socio-economic analysis of aircraft noise impacts
- Research and implement new methods in spatial analyses and data sources
- Oversee consultants working on development projects, spatial analyses and database design
- Provide leadership and oversee consultants working on systems integration and GIS development projects
- Collaborate with municipal counterparts in influencing spatial data exchange agreements and methods of spatial data integration procedures to support GTAA’s function as commenting agency for municipal development review process
- Review and provide recommendations on requests for siting new airport facilities
- Analyze requests using “best and highest” land use development principle consisting of: operational requirements, economic value and impacts on airport flow
- Develop facilities siting concepts, preliminary site plans and coordinate them with internal and external partners
- Prepare terms of reference for required studies
- Provide verbal and written information and liaise with GTAA Legal, Airport Operations and outside interests on airport zoning height restrictions
- Produce briefing notes and correspondence for senior management information
This unionized position is classified at the Band 9 level, with an hourly wage range of $55.98 based on a 37.5 hour work week. This is the role for you, if you have:
- Post secondary Bachelor of Science degree in Surveying Science, Urban Planning, Geography, or comparable education and experience
- 5-10 years of experience within Airport, Municipal, Provincial or Federal Planning environment with demonstrable track record of GIS development and analysis
- Ability to obtain and retain Transportation Security Clearance at the designated level for the position
Knowledge, Skills and Abilities:
- Knowledge of laws, regulations and policies (e.g. Airport Zoning Regulations, Planning Act, Nav Canada and Transport Canada design standards and practices, Provincial Planning Statement, Official Plans and Zoning By-Laws of neighbouring municipalities) and their application to airport land use and development plans
- Highly developed computer skills with leading GIS software such as ArcGIS Pro and extensions
- Knowledge of design and implementation of spatial databases including ESRI geodatabases, MS SQL Server Spatial and Oracle Spatial
- Ability to build GIS applications using one or more of following: ArcGIS Javascript API, and ArcObjects
- Ability to develop and implement mobile, desktop and web applications using some or all: ASP.NET, C#.NET, Python, HTML and/or Java script
- Knowledge of data manipulation software such as Feature Manipulation Engine (FME)
- Experience using CADD software (Autodesk AutoCAD or Bentley Microstation)
- Good communication, presentation and effective negotiating skills
