What can you expect from this position?
Reporting to the Associate Director, Aviation Regulatory Programs, the Manager, Air Traffic Management (ATM) and Noise Performance is responsible for developing and maintaining regulatory programs that support safe, efficient, and compliant aviation operations at Toronto Pearson. This role ensures continued compliance with the Canadian Aviation Regulations (CARs) to maintain the Airport Operating Certificate and serves as the lead for the aviation regulatory components of the Noise Management Program. The Manager provides technical expertise in air traffic management and noise performance, supports operational planning, leads noise mitigation initiatives, and engages with internal and external stakeholders to balance operational growth with community and environmental considerations.
As Manager, Air Traffic Management & Noise Performance, you will:
- Lead and manage the GTAA’s Noise Management Program, including oversight of the night flight restriction program and associated budget.
- Plan, develop, and trial operational process improvements to enhance noise mitigation for surrounding communities and improve operational efficiency.
- Review and assess air carrier requests for runway usage, identifying limitations and coordinating remediation efforts with internal and external stakeholders.
- Ensure compliance with the Ground Lease Agreement, Canadian Aviation Regulations (CARs), and other noise-related operational restrictions through investigation and reporting of violations.
- Provide technical expertise to internal teams, the Industry Noise Management Board, and community members regarding airport operations and noise management.
- Represent the GTAA in community consultations, outreach events, and stakeholder engagements on noise-related issues.
- Respond to public inquiries related to aviation operations, including flight paths, runway usage, and nighttime activity.
- Research, evaluate, and implement noise mitigation strategies to reduce the impact of airport operations on local residents.
- Analyze traffic forecasts, airline schedules, and infrastructure projects to assess operational and noise impacts.
- Support NAV CANADA and other partners in the development of new systems and procedures to enable growth and improve air traffic management.
- Lead the creation of performance monitoring reports related to runway, airspace, and noise management.
- Contribute to planning and resilience strategies during runway maintenance and restoration projects.
- Provide input into future traffic management programs and infrastructure requirements to meet airport growth.
- Evaluate operational changes using a comprehensive impact matrix (operational, environmental, social).
- Fulfill people leadership responsibilities by coaching, guiding, and developing diverse, high-performing teams aligned with the organization’s strategic vision.

This is the role for you, if you have:
- Aviation Diploma or equivalent post-secondary education
- 3 years of aviation experience with a focus on airspace, airfield usage and noise impact.
- 2-3 years of aviation experience working at an airport, civil aviation authority or Air Traffic Service provider.
- 5 years of experience working with the Canadian Aviation Regulations and operational manuals.
- 2 years of leadership with people management experience preferable in a matrix organization and multiple operations experience.
- Strong analytical skills with keen attention to detail.
- Proven ability to interpret and apply complex policies, guidelines, and regulatory requirements, including Canadian Aviation Regulations.
- Strong understanding of aircraft noise impacts on neighboring communities and related mitigation strategies.
- In-depth knowledge of airport operations, aircraft routings, and instrument approach procedures.
- Ability to obtain and retain Transportation Security Clearance at the designated level for the position.
