The Aviation Division within the County of Riverside’s Transportation and Land Management Agency (TLMA) is seeking a TLMA Regional Office Manager.
The TLMA Regional Office Manager reports to the Director of Airports and is responsible for providing administrative supervision and support to paraprofessional, technical, and clerical staff engaged in airport operations, airport planning, airport construction, field inspections, and airport repairs and maintenance. Other duties include maintaining strong communication and coordination with all appropriate division and county managers; evaluating development plans; providing information to the public; enforcing county rules and regulations for the use of county airports; and coordinating the use of airport property. Additional responsibilities include writing or supervising the writing of leases, requests for proposals (RFPs), and conditions of approval.

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for multiple county departments, as well as a few distinct TLMA divisions/departments. The departments include: the Transportation, Planning, Building and Safety, and Code Enforcement Departments, the Riverside County Airport Land Use Commission (ALUC), the Aviation Division, and TLMA Agency Administration. The portfolio’s departments are focused on infrastructure, facilities, and critical services, which are essential to the quality of life, safety, well-being, and public health of Riverside County residents.
Riverside County manages five airports through our Aviation Division: French Valley Airport, Hemet Ryan Airport, Jacqueline Cochran Regional Airport, Blythe Airport and Chiriaco Summit Airport.
Education: Graduation from an accredited college or university with a bachelor's degree preferably in aviation, transportation, planning, public/ business administration, or a related field to the assignment.
Experience: Three years of experience functioning in a managerial, supervisory, or lead capacity within a public works or land management department or organization, of which two years must have included responsibility for providing management or technical supervision of staff engaged in activities in one of the following areas: aviation or transportation.
Other Requirements:
License/Certificate: Possession of a valid California Driver's License is required. This position requires driving to various airport facilities throughout Riverside County.
Knowledge of: Core elements of supervision; personnel management; managerial team building; office practices including computer functions/ applications; principles and methods of evaluating programs and operations; federal, state and local laws, policies and procedures relating to transportation and land management functions; applicable governmental processes; core elements relating to building and safety, land use planning/development and transportation; applicable regional needs relating to transportation and land management; the geographical area which the regional office serves.
Ability to: Plan, organize and supervise the work of professional, technical and clerical support staff of a multi-functional regional office; provide independent leadership and high customer satisfaction; creatively formulate solutions within established policies; communicate effectively within a large agency and with a wide range of outside parties; analyze and resolve problems, consolidate independent functioning departments into one efficient and effective regional office; maintain effective working relationships with staff; prepare timely, concise and clear reports; deal tactfully and persuasively with others in controversial situations; speak effectively; explain policies and procedures on a variety of issues relating to the operations of a regional office.
