The City of Penticton is looking to fill the full-time temporary position of Licensing and Property Use Inspector I in our Development Services Division. The Building and Permitting department helps to ensure that buildings are safe and that there are consistent standards for construction and development in Penticton. This department also supports business licensing and other regulations to guide where various types of businesses may operate, and some specialized uses such as liquor licensing. The Building and Permitting department interacts regularly with residents, local businesses and other stakeholders, and provides information and education on how to meet the City's and provincial regulations, and the department enforces these requirements as needed.

Reporting to the Building Department Manager, the Licensing and Property Use Inspector I performs skilled work of a complex nature under the limited supervision related land use bylaw enforcement, property request information searches and Business License reviews. The incumbent serves as a liaison to industrial, commercial, institutional, agricultural and residential customers and other external agencies and is required to exercise considerable tact and diplomacy.

This position will interact regularly with residents, local businesses and other stakeholders, and will provide information and education on how to meet the municipal and provincial regulations in support the City's vision as a vibrant, healthy and sustainable community.

Key Responsibilities:

  • Assisting the Building Department in the administration of escalating enforcement for illegal construction, and expired permits.
  • Monitoring and conducting routine site inspections of businesses to determine business license compliance, including signage and storefront use permits.
  • Monitoring and escalating enforcement for vacant buildings and long term residential rentals.
  • Consulting, cooperating and communicating with key stakeholder including both internal and external (Interior Health, RCMP, Liquor Control and Licensing Branch) parties.
  • Communicating information from bylaws, regulations and procedures to business & property owners as well as the general public.
  • Collaborating with the City departments with respect to collection and documentation of evidence and information required for bylaw enforcement or court action.
  • Participating on a special joint safety inspection team with other external agencies.
  • Monitoring and providing suggestions for Bylaw and policy amendments.

Required Knowledge, Abilities & Skills:

  • Exemplary communication skills including conflict management, interpersonal and problem solving.
  • Ability to interpret, regulate and apply Provincial and Municipal legislation.
  • Ability to interpret building plans.
  • Proficient utilizing various computer software, including Microsoft Office & Tempest.

Required Education, Training & Experience:

  • Completion of Grade 12, supplemented by recognized post-secondary programs related construction, safety regulations or enforcement.
  • Building Official Level 01 qualified.
  • Bylaw Compliance, Enforcement & Investigative Skills certification.
  • Minimum of a combined 3 years working experience in licensing, building inspection and/or bylaw enforcement.
  • Possession of a valid BC Class 5 Driver's License with the ability to maintain it.
