JOB TITLE:

Aviation Officer (Funds Management)

Aviation Service / Supply Chain & Delivery DUTY STATION (City, Country): Rome 

HQ DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
To provide overall support in the financial management activities of the Aviation Special Account. The position falls under the overall supervision of the Head of Business Unit, SCDA and direct supervision of the Aviation Special Account (ASA) Funds Manager.

ACCOUNTABILITIES/RESPONSIBILITIES:
1.To prepare and issue ASA invoices including on Long-term agreements, ad-hoc contracts and long-term ad-hoc agreements ensuring all invoices are logged in tracking sheets.
2.To monitor open PFIs and coordinate with ATU for confirmation of service completion andsupporting documents provided
3.To liaise with Supply Chain division for support related to purchase orders for air transport ofWFP food items.
4.To prepare monthly accounting, financial and statistical reports
5.To track end to end Aviation Sales process in order to monitor open items in Aviation SalesModule and reporting
6.To monitor efficient management of aviation cost recovery and liaise efficiently with internal andexternal customer.
7.To support with the preparation and monitoring of the ASA annual budget and budget revisions
8.To maintain and update ASA guidance materials and internal controls
9.To maintain and regularly update the ASA logbook
10.To monitor open items on the ASA vendor and Treasury Clearing Account (TCA)
11.Provide Admin and Financial guidance and training to UNHAS staff in the field and advisestakeholders on UNHAS rules and procedures.
12.To perform additional ad-hoc tasks upon request.

DELIVERABLES AT THE END OF THE CONTRACT:
Timely issuance of ASA invoices
Compliance with IPSAS Guidelines
Monthly updates and reporting

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Finance, Accounting, Administration or other related field
Experience:
Three or more years of finance or general administrative work

Knowledge & Skills:
Knowledge in the use of WINGSII EXP MM Module or similar is desirable
Proficient in the use of Microsoft office applications and computer software packages, such as Microsoft Word & Excel
Good communication and writing skills
Languages:
Working knowledge (mother tongue/level C) of English
